On October 30, 2020, the Centers for Disease Control and Prevention (CDC) issued a Framework for Conditional Sailing Order, effective November 1, 2020. This Order provides guidance for a gradual return to cruising in U.S. waters. It replaces the CDC’s ‘No Sail Order’ which had been in effect since March.
The Order contains guidance on what the cruise lines need to do to begin sailing again and more information is expected in the coming days as the cruise lines evaluate the requirements and formulate their plans to get back to sailing.

- Adequate health and safety protections for crew including testing from approved laboratories
- Simulated voyages to test cruise ship operations
- Certification for ships that meet specific requirements
- Phased return to passenger voyages
